Understanding The Types of Permit Needed For Outdoor Events

Organisations and businesses looking to hold outdoor events using aluminium engineered structures or tentages in Singapore are required to apply and obtain approval from the relevant authorities prior to the setup. From the setting up of outdoor tentages to the sale of alcohol, different permits are required for various kinds of activities that are held during the event.

National Parks Board (NParks), Singapore Land Authority (SLA), Urban Redevelopment Authority (URA)

In Singapore, obtaining permission from the respective venue is crucial in the initial preparation of any outdoor event. Permits from landowners such as NParks, SLA, or URA are required when renting venues for outdoor events. Without approval from the relevant authorities, the event cannot proceed, and the organiser will need to find an alternative venue. For example, the Rental of State Property and Land permit and Temporary Occupation Licence must be obtained from the SLA for outdoor events held on state land. Similarly, permits are also required from the URA for events held at URA-managed venues.

 

Building & Construction Authority (BCA)

A Permit to Use (PTU) is required for organisations holding outdoor events with a tentage that is more than two storeys high, erected for over 60 days, covers an area exceeding 2,000 sqm, or has a temporary structure span exceeding 18 meters. This permit must be obtained from the Building & Construction Authority (BCA), and approval must be secured before beginning the setup of the temporary structure.

 

National Environment Agency (NEA)

A permit is required from the National Environment Agency (NEA) for businesses looking to engage in the handling and sale of food, especially when setting up outdoor tentage for food festivals. This is for hygiene purposes as businesses are required to adhere to the safety standards that are set by the NEA in order to ensure that the food sold is clean and safe for consumption.

 

Singapore Civil Defence Force (SCDF) 

When an event management company uses temporary structures, such as large aluminium dome tents, in a public open space designated for events, a permit must be applied for. Event organisers need to obtain a Temporary Change of Use permit under the Fire Safety Act. This permit ensures that fire risks associated with the temporary structure are properly assessed and that adequate fire safety measures are in place during emergencies. Singapore Police Force (SPF)

All outdoor events involving the sale and consumption of alcoholic beverages must obtain approval for a Liquor Licence. Additionally, a Notice of Intention to organise an event is required if the expected attendance exceeds 5,000 people for a public event or 10,000 people for a private event. These permits must be approved by the Singapore Police Force. The purpose of these requirements is to regulate the sale of liquor to attendees and ensure compliance with the Public Order Act by implementing adequate security measures.

 

Energy Market Authority (EMA)

The Electricity Generation Licence is required for businesses that use electricity generators at outdoor event venues without an existing power source. This licence authorises the operation of the generator and ensures that organisers comply with safety regulations, minimizing risks to the public and preventing disruptions to the event.

 

Land Transport Authority (LTA)

From zero trash bins to random security checks, the Singapore Government places a high priority on commuter safety and minimizing terrorism threats at all train stations. A permit from the Land Transport Authority (LTA) is required for any outdoor event held near an MRT station. This ensures the safety of guests and commuters while preventing obstruction, injury, or damage to commuters and the station’s infrastructure.

 

Public Utilities Board (PUB)

Clean water has always been one of Singapore’s most precious resources. When an outdoor event requires the use of public water taps or involves wastewater discharge, the event organiser must obtain a permit from the Public Utilities Board (PUB). This ensures proper hygiene by providing vendors with appropriate facilities to wash their equipment. It also guarantees that wastewater is discharged hygienically into the correct sewage system without contaminating the freshwater supply.
